People's Partner for Community Development staff are active in the community and business owners.

Sharon Small, Executive Director

Sharon has served as the Executive Director for PPCD since 2010. She previously worked for the Tribe’s Economic Development Committee where she was responsible for grant management and reporting, overseeing the budget and external communications with partners and the public. Sharon is a business owner. Ms. Small is an enrolled member of the Northern Cheyenne Tribe.

Tommy B. Robinson, Program Manager

Tommy has worked for PPCD since February 2012, first as a Case Manager before being promoted to Program Manager. Before working for PPCD, Tommy worked as a Dorm Attendant at St. Labre Indian Catholic School and a Financial Aid Administrator for Chief Dull Knife College. Tommy is a graduate of Chief Dull Knife College and Colstrip High School. He grew up on a cattle ranch on the Northern Cheyenne Reservation. Tommy is a small business owner. 

Peggy Fredericks, Community Facilitator

Peggy Fredericks is PPCD's Community Facilitator since February 2017. She received her B.S. Degree in Education from Eastern Montana College. After teaching for seven years, Peggy obtained her M.S. in Vocational Rehab Counseling. Peggy then worked for the Northern Cheyenne Recovery Center for three years before going to the Lame Deer Public Schools as a 7-12 grade Guidance Counselor for 22 years. Since working at PPCD, she has acquired her Certificate for Accredited Credit Counselor. Peggy is the instructor for PPCD Credit Builder classes, along with co-facilitating other financial literacy classes. Peggy is an enrolled member of the Northern Cheyenne Tribe and has lived in the Kirby and Busby area most of her life. She has worked with local schools and tribal programs and enjoys working with the youth and community members. Peggy and her family also raise cattle and she enjoys riding and hiking around the reservation lands.

Kurri Harris

Kurri Harris has worked for PPCD since October 2018, first as a teller for Courtesy Cash before moving into the Administrative Assistant position in 2019. Kurri graduated from St. Labre Indian Catholic Academy as the top of her class in 2014 and moved on to graduate from Mount St. Mary's University with a Bachelors Degree in Community, Culture and Education in 2018. She is an enrolled member of the Crow Tribe but born and raised on the Northern Cheyenne Reservation.
